Subhra264 e17e8bc5e6 fix: when retrying allow user to choose whether to resume from last byte or start from scratch (#9792 )

Enhancement

When the job is failed, and the user wants to retry manually, ask the
user whether resume should be from the last successful position or from
start again.

### **Description**
- Support resume option for enrichment import
  - Parse `resume` query param server-side
  - Custom UI for resume or fresh restart

- Update JS service to include `resume` param

- Add `RetryJobDialog.vue` component
