ktx-vaidehi e1aad76283 fix(dashboards): use bookmark-add for the panel annotation button (#13718) ...

The panel header's Add Annotation toggle rendered the same 'edit' glyph
that the kebab menu uses for Edit Panel, so one shape stood for two
unrelated actions on the same panel. Annotations are markLines pinned to
a point on the x-axis, which bookmark-add states without borrowing the
pencil.
