This PR contains timezone-related changes. Problem: The timestamp column displayed on the grid and charts across the log, metrics, traces, and dashboard pages is currently set to the browser's timezone, and there is no option to adjust it to a different timezone. Solution: Users will have the option to select their preferred timezone within the datetime component.
