4 people 5b9ffc112c test: add alpha1 cloud login E2E tests and Dex auth setup (#10675) ...

## Summary
POC for running Playwright E2E tests against the alpha1 cloud
environment.

- Add Playwright config (`playwright-alpha1.config.js`) for alpha1 cloud
environment
- Add Dex "Continue with Email" global setup (`global-setup-alpha1.js`)
for automated login
- Add `CloudLoginPage` page object for POM compliance
- Add `cloudLogin.spec.js` with 2 login + sanity tests (all passing)

## Test plan
- [x] All 2 tests pass locally against alpha1
- [x] Verify tests pass in CI when triggered from enterprise workflow
- [ ] Add `ALPHA1_USER_EMAIL` and `ALPHA1_USER_PASSWORD` GitHub secrets
