Replace removed multipass docker blueprint in CI test job

Multipass 1.17 dropped blueprints, so 'multipass launch docker' fails.
Launch a plain Ubuntu 24.04 VM with the blueprint's resources and install
Docker via cloud-init instead. Drop the portainer stop, as it no longer exists.
