Multipass 1.17 VMs name their NICs eth0/eth1/eth2 instead of
ens3/ens4/ens5, so 'ip addr add ... dev ens4' fails on wan-vm. Update the
interface names in the test job and the WAN_IF/LAN_IF test parameters.

Multipass 1.17 dropped blueprints, so 'multipass launch docker' fails.
Launch a plain Ubuntu 24.04 VM with the blueprint's resources and install
Docker via cloud-init instead. Drop the portainer stop, as it no longer exists.

Move the shared build, SBOM, test and publish jobs into
build-test-publish.yml and turn the master and stable workflows into
thin callers. Drop the 24.10-SNAPSHOT workflow.
Also fix the stable SBOM job scanning the previously published :latest
image instead of the freshly built CI image, and use the checked-out
mount script instead of downloading it from master.
