Move the shared build, SBOM, test and publish jobs into build-test-publish.yml and turn the master and stable workflows into thin callers. Drop the 24.10-SNAPSHOT workflow. Also fix the stable SBOM job scanning the previously published :latest image instead of the freshly built CI image, and use the checked-out mount script instead of downloading it from master.
