refactor(managed-server): move host state (state locks, Windows host ops, machine homes) into src/main/managed-server/host-state/ (#30347)

orcad-state-*, orcad-windows-host-* and orcad-machine-* leave src/main/ssh. git mv plus import and
path-literal rewrites, including the Windows host lane's test path in its workflow and PowerShell
runner.
