build: pin pnpm 12.14.0 ( #30481 )
...
12.10.1 repairs a global-virtual-store slot an interrupted install left
without dependency links (pnpm/pnpm#16642 ); 12.12 adds addMissingPeerTypes.
The CI store-mode and terminal-perf gates follow the pin they were measured
against, and mobile/ and config/audit-tools record the same pnpm.
