Unit shards now wait for a standalone plan job instead of preflight, and
packaging and the layout oracle start immediately, so preflight's slower
free runner no longer delays the PR gate.

* ci: run PR unit shards on free hosted ARM as 12 shards
Enterprise's 1,000-job limit makes more, smaller shards free. A 12-shard
cold run on ubuntu-24.04-arm measured 361s median / 412s max per shard,
against ~390s / ~441s for five warm Blacksmith 8-vCPU shards.
The Blacksmith-store module cache producer becomes dispatch-only since
hosted shards cannot read it.
* TEMP: force 12 shards on this PR (repo var is still 5); drop before merge
* test: size the full-inventory routing check from FULL_SHARD_COUNT
* Revert TEMP 12-shard override; the repository variable is now 12

* perf(lint): keep JS plugins out of default oxlint and adopt ast-grep
Any jsPlugin makes Oxlint hand every file's AST to Node, so the seven custom
plugins cost the default `oxlint` run several times its native time.
- Move app-store-performance, quadratic-buffer-concat, renderer-scrollbar-style
and ime-enter-guard (scope- or dataflow-aware) to config/oxlint-js-plugins.json,
run by `pnpm lint:js-plugins`, CI, lint-staged and the changed-lines gate.
- Port sort-comparator-performance, mobile-pairing and native-chat-design-tokens
to ast-grep rules with rule tests, and delete the plugins.
- Add @ast-grep/cli, config/sgconfig.yml, `pnpm lint:ast-grep` / `test:ast-grep`,
a CI step, and an ast-grep pass in check-changed-code-quality.
- Add flaky-test rules (wall-clock reads, real-time waits, polling loops,
unquarantined skips, unexplained timeout bumps), baselined by a count ratchet.
* Enforce flaky-test ratchet on changed files; refresh baseline
* docs(agents): keep custom-rule details out of AGENTS.md
* Resolve ast-grep from the repo so gate scans of other roots work
* ci: fail when a checked-in test file has no runner
Two node:test files under .github/actions lost their runner when #31792
trimmed cloud pretest, and the two monaco .bench.ts budgets were never run
by any CI job. Wire both back in and add a static check that every
test-like file is collected by a declared runner or imported by a
collected entry (the src .spec.* suite-module convention).
* ci: ignore type-only imports and quote the lease glob for cmd.exe
* ci: parse type-only imports, cover UNIT_EXCLUDE, route cloud runner edits
Type-only imports are now dropped with the TypeScript parser, so a type
alias before a runtime re-export no longer hides it. UNIT_EXCLUDE files
must be named by a pr.yml or unit-tests.yml step. A cloud-only diff that
adds a test or edits a runner config now runs the static job. The monaco
benchmarks stay manual (pnpm test:perf:benchmarks) until a CI runner
proves their wall-clock budgets.
* ci: require UNIT_INCLUDE names in dedicated jobs and erase typeof import()
* ci: resolve each runtime import to the one file Vite loads
The unit dependency graph keeps every plausible candidate so it can
invalidate conservatively, which cannot prove a suite runs: an import of
./case.spec counted both case.spec.ts and case.spec.tsx. Resolve with
Vite's extension order instead.
* ci: take runtime imports from transpiled output
Imports used only as types are erased without a type modifier, so
parsing for type-only syntax still followed them. Derive edges from
ts.transpileModule output, which erases what Vitest's transform erases,
and only transpile files that can reach an uncollected candidate.
* ci: fix the agent-status benchmark config and route all cloud code
The agent-status benchmark config inherited the unit projects, whose
includes override its own, so it ran the whole unit suite and never the
benchmark. Clear projects as the performance config does. Route every
cloud code file to the static job, since content-detected tests can have
any name.
* ci: move routine checks and unsigned builds to Blacksmith
* ci: retain GitHub Mac images for isolated SSH fixtures
* ci: keep shared terminal perf preparation on Blacksmith
* test: allow encrypted slow-link fixture to finish on ARM CI

* ci: one list for Windows boundary tests and one step for ratchets
The Windows boundary step's 74 test paths were hand-listed in pr.yml and
again in WINDOWS_PACKAGE_TESTS, and the copies had drifted: six files ran
in the step but could not trigger the job. The step now prints
WINDOWS_BOUNDARY_TESTS, which WINDOWS_PACKAGE_TESTS spreads.
The ten per-ratchet preflight steps and the eight lint entries become one
run-ratchets.mjs that runs every check-*-ratchet(s).mjs it finds.
* fix(ci): preserve existing local lint ratchet scope
* fix(deps): root and mobile resolve one zod, and CI fails if they drift
Mobile type-checks src/shared zod schemas. With mobile on zod 4.6.5 and the
root on 4.6.7, TypeScript treated them as unrelated packages, so wrapped
schemas inferred {} (tests/e2e/helpers/phone-feed-list.ts:154) whenever a
job installed mobile deps.
* fix(deps): guard every package mobile's tsconfig remaps, not only zod
* test(ci): pin the shared-dependency version check to the static phase
* feat(ci): ratchet raw repo connectionId host reads; one drop-in resolver
Codex review 6 class fix (#4/#6/#7): host decisions read off a repo row's
legacy connectionId miss rows that name SSH only as executionHostId.
- getRepoRoutingConnectionId (shared/execution-host.ts): drop-in for a raw
repo.connectionId routing check that also finds executionHostId-only SSH.
- check-repo-host-read-ratchet: per-file count of raw repo connectionId
reads in src/main, src/shared, src/cli; counts may only shrink.
- Migrated 66 cheap reads: runtime GitHub/GitLab commands, PR/MR head ref
fetches, preserved-branch cleanup, ref queries, base-ref IPC, worktree
preparation, trash sweep, scan cache TTL, usage metadata.
* fix(ipc): PR base IPC routes executionHostId-only SSH rows; ratchet is a stated lower bound
Review follow-up (Opus on #31096):
- worktrees:resolvePrBase decided git/gh routing on the raw connectionId while
its head-ref fetches already used the resolver; one resolved connectionId
now drives all of it (test fails on main).
- getRepoRoutingConnectionId's contract is stated exactly: never local when the
raw field is set; on a contradictory ssh row executionHostId wins.
- The ratchet regex no longer matches report.connectionId; header and docs
say it is a lower bound.
- Regression tests for a runtime GitHub and GitLab command site.
* test(ci): pin the repo host-read ratchet step to the static phase
* fix(ci): repo host-read ratchet skips verbatim field copies into projected rows
A copy of connectionId into a projected row decides nothing; migrating it to
the resolver would change what the projection publishes. The sidebar feed
catalog's copy (added after the baseline) and two older projections no longer
count; baseline pruned to 91.
* ci: fail the static job on unformatted files
Runs oxfmt --check over the same tree pnpm format writes (~2s), and makes the
pre-commit hook format markdown and YAML so it covers what CI now checks.
* ci: route docs-only and workflow-only diffs through the formatting check
The format check reads the whole tree, so a diff that skipped the static job
could land drift that fails every later PR. Any changed file oxfmt formats now
selects static analysis (not typecheck or units), like the mobile-only route.
The path detector checks out .oxfmtrc.json for its ignores. The hook no longer
fails a commit whose only matches oxfmt ignores (lockfiles).
* fix(persistence): repo-row store writes take the row, not the id; ratchet the rest (R4-2a)
* fix(persistence): host-filter the runtime nested import; widen the id-only write ratchet (review)
* fix(runtime): nested import keeps matching runtime-stamped native rows on a paired host
* fix(persistence): class-scope the ratchet param exemptions; update a new main test to the target shape
* fix(ipc): fence a project-group move by the resolved twin host, so an SSH twin is not WSL-fenced
* test(ci): pin the id-only store write ratchet step to the static phase
* refactor(pty): every PTY retirement names its exit proof; ratchet the unproven ones
* refactor(pty): count raw ownership drops, route an abandoned relay stop to unverifiable, honest proof labels
* refactor(terminal): one PTY attribution for teardown, close and identity; delete the deprecated resolver pair
- strict ssh: route: a proven direct listing beats a same-id server proxy; other contradictions refuse
- terminal spawn's git branch takes the strict route when a host is named (rivals refuse)
- resolveTerminalPtyOwner + isUnattributedTwinWorktree replace resolveRuntimeOwnerForWorktree in
shutdown, pane and agent hibernation, and PTY identity; close logs unroutable runtime ids
- delete getRuntimeEnvironmentIdForWorktree/resolveRuntimeOwnerForWorktree (legacy branch moved
into the adapter), the alias golden test, the importer ratchet, its baseline and pr.yml step
- hasHostEvidence reads the owner indexes instead of scanning repos and groups
* fix(terminal): close and identity read spawn's attribution for unscoped remote ids (Opus P2)
- an unattributed twin's unscoped remote: id is skipped and logged on close, never closed locally
- setup terminals: identity and close follow spawn's runtime; raw-id teardown stays local
- drop the last stale getRuntimeEnvironmentIdForWorktree mock (tests/e2e unit suite)
* refactor(terminal): one ownership read in resolveTerminalPtyOwner
* test(terminal): pin the close-path twin skip and the two-proxy direct listing (Opus P3)
* test(terminal): keep the close-provider owner fixture's full union type (Codex P1)
tests/ is typechecked by nothing in CI, so the Windows CLI matrix spec imported a helper that never existed (#30231). Per-file error counts under tests/ (tsc -p config/tsconfig.e2e.json) may now only go down.
Worktree ids built as `${repo.id}::${path}` by hand are how one worktree got two
spellings (#30150). New code composes them through src/shared/worktree/id.ts; the
ratchet counts the remaining hand-built ids per file (18) and may only go down. Six
byte-identical `${repo.id}::${repo.path}` sites move to getRepoMainWorktreeId.
* ci: ratchet src/ path literals in CI config, workflows and e2e code that name no file
* ci(path-literal): resolve relative imports exactly
* ci(path-literal): resolve against tracked files only; read ./src imports
* ci(path-literal): scan src/packages and src/types references too

* ci(path-literal): strip comments with a string-aware scan; any import occurrence is exact
* ci(path-literal): imports need a module or index; relative globs and folders stay prefixes
* chore(ci): ratchet renderer importers of the deprecated runtime-owner resolvers
getRuntimeEnvironmentIdForWorktree and resolveRuntimeOwnerForWorktree read a
worktree two hosts publish as not-a-runtime, which callers treat as local. The
62 renderer files importing them are grandfathered; the list may only shrink.
* ci: register the deprecated runtime-owner ratchet step in the preflight phase map
* feat(orcad): ship the mobile web page so phones paired to orcad get it
orcad never carried out/mobile-web, so it did not advertise
mobileWeb.bundle.v1 and phones paired directly to an orcad server fell
back to the app's built-in native screens.
The built page now ships in every orcad package at out/mobile-web, the
path getBundledMobileWebBundleRoot already probes under the install
root. Its manifest is a fixed artifact; its content-addressed assets
join the hashed artifact list from that manifest, as one shared copy in
the template's common files. build-orcad fails when the page is missing
or stale, and CI lanes that build orcad now build the page first.
* ci(orcad): check out mobile/ for the Windows host template build
* refactor(orcad): copy the page tree whole and build it once per CI run
The guard already refuses unlisted files, so staging copies the
bundle directory as native-chat-visuals is copied. The shipped template
takes the page the qualification lanes tested, the e2e build artifact
carries it, and the PR smoke builds it through install-mobile-dependencies
behind its own scope step. Drops tests that duplicated the guard's own.
* fix(orcad): refuse a template page asset name that escapes the slot
* ci: report final PR checks outside the shared runner queue
* ci: fix inherited mobile test file size failure
* ci: move PR analysis and ARM test shards to Blacksmith
* Qualify x64 Blacksmith capacity and reject incompatible runner images early
* Keep extracted mobile test adapters within the test-only lint scope

* ci: ratchet synchronous child-process launches in main and shared code
The Electron main process freezes every window while a synchronous child
process runs, and on Windows each launch is slow because antivirus scans
it. Nothing stopped new synchronous launches from landing in main-process
code, and the spawn observer behind ORCA_MAIN_THREAD_DIAGNOSTICS only saw
async spawns, so the worst blocks were invisible to it.
Ratchet: check:main-sync-spawn-ratchet parses production src/main and
src/shared files (test-only paths excluded) and fails when a file not in
config/main-sync-spawn-baseline.txt reaches execFileSync, spawnSync or
execSync from child_process, runProcessSync from @orca/process-host, or
one of the synchronous secure-file writers (they run icacls on Windows).
Named, aliased, namespace, default, require() and import() forms count.
A baseline entry whose file no longer launches synchronously fails as
stale, so the list can only shrink. It runs in lint and in the PR
static-analysis job next to the process-host import check.
Observer: runProcessSync now reports to the spawn observer, timing the
whole call (that is how long the thread was stuck) and reporting from a
finally so failing, throwing and timed-out children are counted too.
Runtime behavior is unchanged except that the diagnostics observer now
sees synchronous launches; with no observer registered the sync path
pays one extra branch.
* ci: count sync launches per file and gate the repo's sync wrappers
The sync-spawn ratchet only tracked which files launched synchronously, so a
file already on the list (wsl.ts, win32-utils.ts, git-exec-file.ts) could add
more launches unnoticed, and new callers of the repo's own synchronous
wrappers passed CI.
The baseline now stores a per-file count of uses, in the same format as the
focus-read ratchet: a rise or a new file fails, a lower or zero count fails
until `pnpm check:main-sync-spawn-ratchet --prune` lowers it, and --prune
never raises an entry. Every value reference to a gated function counts
(call, hand-off, alias and its uses, re-export); imports alone count nothing.
Gated wrappers: gitExecFileSync (and the git/runner re-export),
restrictWindowsPathSync, hardenSecurePath when called with sync: true,
grantDirAcl, getWslHome, listWslDistros, wslUncDirectoryExists,
isWslAvailable (and the wsl.ts re-export), isPwshAvailable. Their 18
current caller files join the baseline.
Failure messages now give advice per family: the async process-host API for
child-process launches, the async twin for wrappers, and for the secure
writers a note that no async secure writer exists yet, so the sync one stays
and must never become a plain write (that drops the Windows ACL hardening).
Also refresh two stale blockMs descriptions and drop a no-op line from the
spawn-observer "stays silent" test.
* ci: count hardenSecurePath unless visibly async, and tighten ratchet tests
hardenSecurePath was counted only when `{ sync: true }` was written inline,
so moving the options into a variable or a spread dropped the count and the
check then asked for a prune. It now counts every use except a call with no
options or a spread-free object literal whose `sync` is absent or false.
Also: resolve backslash paths in the importing file as well as the
specifier; still visit heritage and instantiation expressions
(`extends mixin(fn)`, `fn<T>`); state the reference-only counting limit;
and point the secure-writer advice at raising this file's baseline count.
Tests cover the hardenSecurePath shapes, the alias chains that need the
fixpoint loop, and a prune that must not raise a grown row.
* test(ci): pin the main sync-spawn ratchet background step
* fix: count secure hardening calls with spread arguments
* refactor(layout): keep compatibility code in named folders behind one entry
Moves the old-client translators into src/shared/workspace-layout/old-client/
and the remote layout snapshot recorder and persistence into
src/main/remote-layout-snapshot/, each behind an index.ts. A new
check-compat-boundary-imports script, run by pnpm lint and the PR workflow,
fails when code outside a compatibility folder imports past its index or
when a file other than the folder's named importer imports it. Moves only;
no behaviour change.
* test: drop whole-repo scan from boundary check unit tests; CI step runs it
* fix(lint): list only existing compatibility folders; resolve renderer aliases in renderer files
* chore(ratchet): layout-writer ratchets for main and renderer
Two per-file ratchets that may only go down: main-process callers of the
Store's layout setters plus direct edits of saved session partitions, and
renderer writes of the window's layout and per-view selection fields
(including computed-key and spread writes, counted where the key or object
is built). The frozen-mirror writers are exempt. Wired next to the
focus-read ratchet in lint and the PR workflow.
* chore(ratchet): count only membership writes of editor and browser entries
A .map over the existing openFiles or browser tab list keeps its entries
and order, so it is a content update (draft, git status, URL) and is no
longer counted by the renderer layout-writer ratchet.
* chore(ratchet): ignore variable keys and pass-through shorthands
A variable key such as exitCodes[ptyId] names no field, so only string
keys count. A shorthand key counts only in an object handed to set,
setState or a Store writer; elsewhere it passes a value on.
* chore(ratchet): prune renderer baseline after main moved
Fold the empty owner-routing baseline into the focus-read ratchet. The three
deleted focus-routing helpers stay banned as a forbidden-name list.

* perf(ci): skip unnecessary alias scans and compare preflight compilers
* perf(ci): overlap measured Bun typechecking with static checks
* perf(ci): use measured Bun lint runtime and strengthen compiler parity checks
* refactor(runtime): route adapter, split fences, ownership table, combined ratchet
Adds callHostRoute, which calls a host-owned method on the host a HostRoute
names and reports a reply whose host identity moved mid-call as unverifiable
instead of applying it. Host fences are split: an identity fence (pairing,
runtime connection generation, the route's own SSH target) for mutations, and
the catalog data fence built on top of it for snapshot reads, so unrelated
catalog or SSH-state churn no longer moves a mutation's fence.
HOST_OPERATION_OWNERSHIP classifies every runtime RPC namespace. A new
ratchet counts getActiveRuntimeTarget( + legacyRouteFromSettings( +
settingsForRuntimeOwner( together per renderer file (227). One exemplar, the
folder workspace review-note write, moves onto the adapter.
* fix(runtime): fence the folder note write on its server; refuse aliased ratchet helpers
The folder catalog row lives on the paired server, so its write is fenced on
that server's identity, not on the SSH target the folder names. The ratchet
now counts spaced calls and value uses, and refuses an aliased import or
re-export that would hide calls from the count.
* test(ci): pin the owner-routing ratchet step to the static phase

Reduce import-scanner work by omitting unused AST parents and the duplicate traversal. Run the mandatory process-host import check alongside static work and explicitly join it before CI can succeed.
Update both workflow phase/enforcement contracts and migrate the newer benchmark to the public subprocess package API. Keep the original package build path, manifests, runtime, test selection, and shard count. Independent native review is clean; validation and timing evidence are in the PR.
* Add standalone ACP protocol client and session runtime
* Protect ACP transport teardown from late stream errors
* Retire incoming ACP request ids before publishing responses
* Narrow ACP configuration requests and transport message types
* Remove redundant ACP request handler return unions
* Keep ACP waits caller-owned and preserve protocol extensions
* Preserve open ACP decisions through prompt completion
* Generate open ACP enums and check the generated schema offline
A newer or vendor enum value (tool kind, tool status, option kind, stop
reason) no longer fails the whole message: generated enums accept the known
literals plus any other string, typed so callers can still narrow on the
known ones. The generated header now records the pinned input digests, the
generator digest and a body hash, so `verify:acp-protocol` catches a stale or
hand-edited file without network access; it runs in lint and the PR workflow.
* Land the ACP runtime contract the agent adapters use
- Deliver notifications other than session/update through
onExtensionNotification, in arrival order with session updates.
- Accept _meta on prompt, setMode, setModel, setConfigOption and cancel.
- cancel() always sends session/cancel once the session runs, since the
agent can be in a turn it began itself; only a successful send is shared,
so a failed write is retried.
- Cancel aborts each open agent request's signal and lets its handler send
its own answer; -32800 only when the handler rejects.
- Permission requests validate only the session, tool call id and options;
unreadable fields are dropped with a diagnostic, and any answer Orca
cannot send is `cancelled` instead of a JSON-RPC error. Agent-started
turns may ask; whether to show it is the caller's decision.
- AcpAgentError marks the agent's own errors; AcpInvalidResponseError keeps
the raw answer and validation issues for answers Orca could not read.
- Lines over the size limit are classified by prefix (shared with the Codex
reader): the owed request fails, an oversized agent request is answered
with an error, and an unattributable response closes the connection.
* Answer every agent request after an ACP cancel
A cancel that lands before a permission handler starts now still runs the
permission path, so the agent gets the `cancelled` outcome rather than a
request-cancelled error. A handler that ignores the abort no longer leaves
the agent waiting: once the abort has run through, any request still
unanswered gets request-cancelled. Handlers that answer on abort keep their
own reply.
Also renames a lint-rejected helper parameter, replaces a Reflect.apply in a
test, and stops the permission diagnostic from firing with an empty list.
* Let each ACP request handler own its answer after a cancel
Removes the next-event-loop-turn fallback that answered request-cancelled
for any handler still silent after a cancel. It raced answers that were
still being saved (an approval mid-journal-write reached the agent as an
error) and made the outcome depend on event-loop timing. The handler that
owns an agent request now always sends its answer, or throws for
request-cancelled; a request it never answers ends when the connection
closes. A permission whose handler had not started still answers
`cancelled`.
* Register the ACP schema verify step in the PR preflight phase test
* feat(acp): a steer's cancel asks once and never ends the agent
The runtime had one cancel: send session/cancel, wait at most 10 s for Orca's prompt to settle,
then close the connection, which ends the agent. A steer used it too, so a slow agent lost its
process just because the person added a message. requestSteerCancel() now sends session/cancel
once per prompt, cancels the agent's open requests and answers later permissions cancelled, and
never bounds or closes: the prompt's own reply ends it and the steer's prompt follows. cancel()
stays the Stop: bounded, then close. A Stop after a steer still bounds and closes. Both cancel
paths move into acp-prompt-cancel.ts over one cancel channel.
* fix(acp): a repeated steer shares the cancel in flight; say what the caller owns
Per review: a second steer before the first write lands returns that write instead of resolving
early. The steer's JSDoc says the wait for the prompt's reply is unbounded and that a prompt that
fails instead must not take the steer until the caller rebuilds the session; the Stop's says a
prompt that settles in time leaves the agent for the Stop's owner to end. The steer test now gives
the runtime a handler that would allow: the open permission's signal aborts and the late one never
reaches it.
* test(ratchet): require src/main/acp now that this PR lands it
