Neilandfettpl 84af8efee3 fix(mobile): apply desktop WebGL atlas fixes to current engine (#31441) 
Fixes #18283

Supersedes community PR #18347. Applies the existing desktop WebGL patch to the pinned mobile engine after independent adversarial and upstream review.
