Each 12-vCPU arch job spends ~3 of its ~7 minutes waiting on Apple's
notary service; packaging itself runs at the same speed as the hourly
build's 6-vCPU runner. Halve the per-minute rate.

Hosted macos-15 fails afterPack's packaged x64 terminal host boot check
(hourly run 40608643418: timed out waiting for the PTY), so no
latest-mac.yml is published. Windows, template qualification and routing
jobs stay on hosted runners.

Hourly and daily builds publish unvetted dev channels on a schedule, so their
latency is not user-facing. Move the macOS build to hosted macos-15, the
Windows build to hosted windows-2022 (the release path), template
qualification to hosted lanes, and the small routing/publish jobs to
ubuntu-latest. Adhoc and release builds stay on Blacksmith.

* Parallelize adhoc Mac architecture packaging
* Include parallel Mac jobs in release timing reports
* Cover parallel Mac publication and failure gates
* Explicitly scope archive targets to each Mac architecture
* perf(ci): accelerate adhoc release builds and runner scheduling
* Overlap adhoc release preparation and reuse qualified build inputs
* Bind qualified template reuse to its embedded CLI source commit
* Use the available CPUs for native compilation in fast dev builds
* Verify qualified template cache provenance and daily invalidation
* Avoid incremental MSBuild tracking for fresh fast-release builds
* Right-size Intel macOS and Windows ARM release qualification
* Route Intel qualification through the standard larger macOS label
* Overlap Windows preparation and initialize the server native compiler once
* Test server compiler invocation through its process-runner interface
* Align adhoc signing contract with its larger packaging runner
* Recognize the native cache fingerprint as batch-file metadata
