- Plan unit selection starts after setup (overlaps lint) instead of last.
- Localization extraction starts with the typecheck; test-file-runners is background.
- run-ratchets.mjs runs ratchets in a pool (19s serial -> 8s locally).
- pnpm lint uses CI's single-parse check-import-boundaries.mjs.
- ORCA_UNIT_FULL_SHARD_COUNT accepts 2-10 (default stays 5).

* fix(ci): background steps are single run steps, so no JavaScript action reads the event payload while the runner rewrites it
* test(ci): guard the background slot cap and pin the payload-free allowlist
Extract subprocess execution and process contracts into @orca/process-host with explicit public entry points, independent checks, and one Node 18 compatible CommonJS runtime. Migrate application consumers and integrate package builds, dependency selection, import enforcement, and runtime resource staging.
Preserve daemon startup ownership and profile isolation, and qualify development rebuild recovery and concurrent output publication. Remove unnecessary aliases, test forwarding exports, and a duplicate output scan.
Validation: full typechecks, changed-code quality, package and artifact checks, native Windows builds/types plus 306 runtime tests, and independent native reviews.
Matched full E2E controls on original main and unchanged reviewed head both pass all 17 applicable tests (nine skips). Earlier intermittent E2E failures are documented in the PR; no assertions were weakened. The final combined-tree audit preserves both branches with no import-boundary violations.
A concurrency slot is charged per job, not per core, and the account's cap is
the scarce resource: standard runner minutes are free and unlimited on a public
repository. Two paths spent slots that bought nothing.
The unit matrix ran eight fixed shards averaging 6.5 minutes each, 3384
job-slots a day and 68% of all slot demand, while the arm pool queued 10.5
minutes at p95 — the queue was the oversharding. Five shards run the same work
in ~10.5 minutes each for three fewer slots per run.
Bun profile persistence escalated to all six platforms on `config/`,
`resources/` and `.github/` wholesale, which took 36.5% of the last 1100
commits through the full matrix where a platform-flavoured predicate takes 19%.
A pull request now qualifies one platform unless the change is platform-
flavoured, and the push to main re-qualifies all six, so an unescalated miss
surfaces minutes after merge rather than at the next cron. Missing changed-file
evidence and an unavailable dependency graph still fail closed to all six.
