perf: bound amp hook post queue
Summary:
- replace the generated Amp plugin unbounded promise-chain POST queue with a bounded async queue
- keep hook callbacks non-blocking while capping retained status payloads during Orca downtime
- update installer source assertions for bounded backlog behavior
