An 'expired' lease records that reattach gave up, never that the remote shell died — but terminateSessions filtered those out, so every reattach failure left a process running on the host that no user action could kill. Expired leases now join the shutdown set, while only leases the app still believes it owns may demand a reconnect, so a target whose host is gone for good stays removable (issue #2626). No new kills: each abandon path is left alive because none of them proves abandonment. Regression tests pin that. Refs STA-3376
