Neil 00ab9bd694 perf(serve): a headless host ignores a remote pane's unchanged layout write (#29347) ...

Every time a paired desktop remounts a remote terminal pane (revealing a parked
worktree or tab), it re-sends the layout the host gave it. A headless orca serve
or orcad persisted the workspace session and republished the whole workspace's
tabs to every paired client for each of those identical writes. Compare the
edit with what the host already holds and skip both when nothing changed.

Moves terminal-layout-equality to src/shared so the host can reuse it.
