The tab bar renders from the active group's tabOrder, not from tabsByWorktree, so a tab folded in without its group exists in the session and stays invisible. The hoist now also carries tabGroups, tabGroupLayouts, unifiedTabs and activeGroupIdByWorktree, and the staging helper moves them so the fixture is the shape an old build actually wrote. Necessary but NOT sufficient: the E2E still restores 1 tab of 3. Anti-vacuity assertions confirm the staging moved tabs, layouts and a group, so the fixture is not the problem. Leading hypothesis, unverified, is recorded in the spec: the hoist is local-wins per worktree and launch 2 may reach it with a group already minted for the SSH worktree, so the partition's real group is skipped. Left as fixme with the narrowed diagnosis rather than guessed at — inverting the local-wins arbitration is a data-loss risk in the other direction and should not be done without evidence.
