The contracts count operations and retained objects; wall-clock budgets stay in pnpm test:perf:benchmarks, which no CI job runs. They do not need Blacksmith's consistent hardware, and the PR path filter runs them ~40 times a day ($7.90/day, $5.50 of it on the 6-vCPU Mac).
