Mail arriving for an agent-slept pane resolved a wake and sent
terminal:requestTabMount, but a pane agent sleep kills in a running app
still has its tab mounted, so the renderer refused the mount by design
and nothing happened. The mounted case needs the in-place armed cold
restore instead.
That path was itself unreachable: its listener subscribed to
'orca:wake-hibernated-agents-worktree' while the dispatcher fired
'orca-wake-hibernated-agents-worktree' (286c21005b), so the event has
never been received on any build. The listener now uses the shared
constant and lives in its own module.
Also gate the wake on unread mail. Kill-time delivery sweeps for an
empty mailbox otherwise woke the pane Orca had just put to sleep -
observed live at 21:39:35 slept, 21:39:37 self-woken - which made agent
sleep self-defeating as soon as waking started working.
Verified end to end in a live instance with a real agent: the pane
sleeps and stays asleep while idle, a send wakes it, and the agent cold
restores with its prior turn intact.
