* feat(mobile): show a voice meter and timer while dictating, with start and stop haptics

The phone meters the PCM it already streams with desktop's analyzer,
now shared from src/shared, so both shells get a level without a native
event crossing the page bridge. Recording start and stop tap the phone,
iOS now allows haptics during input, and "Dictation inserted" only
shows for live terminal input, where the text can be hidden.

* refactor(mobile): keep the dictation hooks under the line cap after #35502

Moves the start tap and stop tick into useMobileDictationHaptics and shares one current-finish guard in finishDictation.
