* feat(workspace-layout): add pure old-client translators for layout methods

Unused by main. Translates old session.tabs.* and terminal.* params into
layout commands (updatePaneLayout per rule 11, terminal.create {tabId,
leafId} as start/split/create) and projects the model into today's
session.tabs snapshot rows, with customTitle read first (#19582).

* fix(workspace-layout): match today's old-client behaviour in the translators

CLI terminal.close/closeTab keep the pinned refusal; terminal titles use
resolveTerminalTabTitle with the generated-titles setting and the sole-pane
rule; session.tabs.move keeps today's exact-order validation and error
codes; setTabProps on an unknown tab is a no-op; drop the close force
input the wire does not carry.

* fix(workspace-layout): phone tab close keeps today's pinned refusal

A terminal tab row or a tab's last pane refuses a pinned tab
(terminal_tab_pinned) with or without a window, as today; a pane of a
split tab and non-terminal tabs close as asked.
