NeilandOrca 16f213b2be chore: reduce root-directory clutter for README visibility ...

Move dev-only and config-adjacent files out of the repo root so the README
is visible sooner on github.com/stablyai/orca.

- Delete vitest.config.ts shim (scripts already pass --config config/vitest.config.ts)
- Move CONTRIBUTING.md -> .github/ (GitHub still auto-links it)
- Move patches/ -> config/patches/ (update package.json patchedDependencies + stale comment)
- Move bin/orca-dev + scripts/*.mjs -> config/scripts/ (update package.json bin/scripts, install-dev-cli.mjs, REPO_ROOT resolution)
- Replace .nvmrc with engines.node in package.json; workflows now read node-version-file: package.json
