* feat(sidebar): main keeps a registry of workspace creations in progress, checked against the window in dev and test

* fix(sidebar): open the runtime creation entry after the create's own repo resolve

* refactor(sidebar): one creation handle opened after the create's repo lookup; move create startup resolution to its own module

* feat(sidebar): put the creation registry behind the ORCA_SIDEBAR_INPUTS dark build switch

* test(sidebar): cover the creation registry with the switch off and the gated creation id
