New WSL Codex managed accounts no longer link all past rollouts before Codex first opens the home (which stalled startup past Codex's 30s backfill gate or left later-linked sessions unindexed): Codex opens the home first, then history is linked and indexed in background batches newest-first, resumable across restarts — matching #22971's non-WSL order.

Supersedes #23843
