Neil b398b91857 fix(worktree): explain how to raise the limit when git worktree add times out (#35720) ...

A timed-out worktree add surfaced only "git timed out.". Rewrite the
GitCommandTimeoutError message on the add path to state the limit used and
point to ORCA_WORKTREE_ADD_TIMEOUT_MS, set where Git runs (the remote host
for SSH or orca serve workspaces). The advice is dropped once the limit is
already at its maximum. The error's class and timeout field are preserved.
