* fix: back off failed GitLab authentication probes

* fix(gitlab): use short exponential backoff for failed host-discovery probes

Start at 15s and double up to the existing 5-minute negative TTL, and
clear the backoff on auth refresh (rememberGlabKnownHosts), successful
probes and forced preflight resets so recovered auth is seen promptly.
Keeps the positive host cache shape unchanged.
