Merge Sim
17c9f8291d
Why: the pick branch is based on the 2026-09-11 cut and main has since moved
164 commits, diverging 15 workflow files. GitHub's create-or-update-workflow
check on the tag push timed out and failed closed twice
("workflows scope may be required"), blocking release-cut.
CI definitions only. No product code, no lockfile, no dependency change --
the shipped tree is byte-identical to 92b43c6fa3.
