Jinjing 2d0fa9368f Scope tab-group shortcuts and pane actions to the focused split (#30258) ...

Every split pane's tab strip stays mounted, so focusing a pane used to add or remove its action buttons and reflow the tabs. Quick-command shortcuts also fired from hidden or unfocused groups.

- Keep the Pane Actions and quick-command buttons mounted in every strip. Unfocused strips dim instead of disappearing, so focus no longer reflows the tabs.
- Hide the button labels by strip width with container queries, so narrow split groups stay icon-only.
- Only the focused, visible group registers quick-command keyboard and Electron shortcut listeners. An open menu closes when its group loses focus.
- Add "Close split pane" to the tab context menus, shown only when the group is one of several splits.
- Stop Radix from restoring focus to a stale group when the pane actions menu closes.
