* ci(relay): use the runner's preinstalled gcloud instead of downloading the SDK

dl.google.com downloads of google-cloud-sdk time out on the runners, failing every relay
operation at setup-gcloud. skip_install keeps the WIF cred-file login.

* ci: drop the temporary gcloud skip_install proof workflow
