NeilandClaude 37106eecf7 fix(wsl-mover): retry a renderer store main refused to record ...

The renderer applied a store and wrote its marker, but ignored a refused ledger record (gated-off,
failed, not-main-window), so a committed move stayed unfinished and refused every later move of the
distro until the next app start. Log the reason and retry with backoff until it lands.
