Brennan Benson a825a84a0f test(search): keep Kiro out of older hosts' expected history-search agents (#27002) ...

#26695 added Kiro to the history-search agent catalog and updated the
unit tests, but the cross-version wire tests still built their expected
older-host agent list as 'everything except the agents added later',
which now included Kiro. Older hosts never accepted Kiro, and the
client correctly withholds it, so those 7 tests failed on main.
