Neil 400266a9ce fix(ui): toasts sit above the notification cards; the Codex ~/.codex notice is a card (#36167) ...

NotificationCardStack publishes its height so the toaster stacks above it instead of rendering
behind it (z-47 under z-50), and lines up with the cards at 1rem. The one-time Codex shared
settings notice moves from a sticky toast into the card stack.
