BingZandNeil 7e4993e255 docs(orchestration): document worker-stop terminal-close contract (#13198) ...

Explain the worker-stop receipt's processAction values in the recovery
guide and command notes: closed_agent_terminal means Orca already issued
the close (no follow-up terminal close), and stop_unknown exits 1 while
possibly still reporting closed_agent_terminal.

Fixes #13197
