OrcaWinandOrcaWin c40f32163e fix(mobile): translate coded generation failures and counted chat copy (#35923) ...

- Commit-message generation keeps the host's optional errorCode, errorParams and
  errorDetail and translates every known text-generation code, matching desktop's
  rules: unknown codes, older hosts or missing values show the host's English
- Background tasks, subagent groups, the model label and agent-session write
  notices use localized mobile adapters instead of the shared English sayers
