* refactor(renderer): name the owner adapters for what they do: resolveOwnerOrLocal, runtimeEnvironmentIdOrLocalUnlessTwin

The Active Server focus fallback they were named for is gone (#31058, #31119); what is left reads an
id no row places as this app's (a folder's saved-session server, a web client's only server).

* docs(renderer): resolveOwnerOrLocal keeps a named host's miss; baseline note names the setup-terminal read
