* feat(daemon): opt-in OS ceiling on terminal processes, reported on or off per host

* fix(daemon): verify the ceiling is enforced, reap its slice with the daemon, and keep terminals starting when systemd-run is unusable

* fix(daemon): stop the ceiling slice before the daemon scope, and report a dropped slice as lost

* test(daemon): expect the pid record's processCeiling field
