André DandNeil ff6a3755a2 docs(usage-tracking): say Orca fetches usage over the network (#27318 )

The usage-tracking docs claimed Orca only reads local agent state with no
API calls. Orca actually fetches usage from each provider (Claude via
api.anthropic.com/api/oauth/usage with the existing Claude Code login).
Describe the network fetch, list the Claude fetch triggers, and fix the
matching sentences on the Claude Code and Codex pages.
