Neil 554862d671 refactor(orcad): use the shared error and liveness helpers instead of local copies (#31654) ...

orcad-browser-provider and the pinned runtime materializer each kept a private
errorMessage; the WSL holder record and the secret-key record kept private
error-code checks, and the secret-key record its own kill(0) liveness check.
They now call errorMessage, hasErrorCode and isProcessAlive.
