5dd4b68616 fix(browser): Next.js Server Actions work through the *.orca.localhost worktree URL (#14562 )

* fix(proxy): preserve worktree forwarded host

* fix(proxy): drop the unreachable no-Host branch and trim the forwarded-host test

The proxy only forwards requests whose Host matched a label, so Host is
always set here.
