Neilandoutof-place 88518900e2 fix(i18n): reject duplicate keys in localization catalogs (#33950) ...

JSON.parse silently keeps the last value of a repeated key, so the
catalog verifier could not see duplicates. Scan en.json and every target
catalog with ts.parseJsonText before parsing and fail with file:line and
the dotted key for each duplicate.

Fixes #27153
