Main landed #18906, which repairs the same epoch-fencing failure from the other end: when the fence drops a frame it now schedules one bounded authoritative census, and only that census may revive an epoch. This branch prevents the wrongful retirement instead — a sentinel or a retraction is no longer recorded as the current publication. They compose. Prevention keeps the common case from ever reaching the fence, so no census round trip and no window where the chat is invisible; the repair lane still covers a retirement this branch does not prevent, such as a publisher returning under an epoch it inherited. Kept both sides of the one textual conflict: the retraction type guard and the census options.
