Neil 6f805084ea fix(orcad): keep agent ownership across orcad restarts and resume slept running agents on windowless hosts (#29885) ...

orcad built its runtime without the persistent claim signer, so each restart
minted a new key and the surviving terminal daemon could not match the old
owner: resuming the same conversation started a second writer. Load the same
signer the desktop uses from orcad's own user data.

A workspace-slept running agent's record was left for a window wake that a
windowless host never has, so opening its tab started a fresh agent. Such a
host now resumes it in the pane, under the existing duplicate-writer checks
and recorded-flags-only rule.
