Merge Sim 7248fee709 fix(relay): move the child_process allowlist entry to the file that spawns ...

The relay split moved the spawn from wsl-hook-relay-manager.ts into
wsl-hook-relay-lifecycle.ts; the ratchet correctly flagged both the new
unlisted importer and the stale entry. Offender count is unchanged.
