* feat: add Devin CLI as supported TUI agent

Register Devin across shared agent config, telemetry, desktop/mobile
catalogs, localization, and README. Uses stdin-after-start prompt
delivery with --permission-mode bypass default args.

* test: assert Devin default --permission-mode bypass in startup plans
