Neil 75855c7ccd fix(agent-prompt): press Enter again while a Windows Codex composer still holds a dispatch (#33295) ...

Windows Codex: when a large dispatch/worker-start/agent prompt paste is still held in Codex's composer (Codex reads the paste as key events and treats an early Enter as a newline), Orca re-presses Enter only while the composer visibly holds exactly that pasted prompt, re-checking turn start, permission and the deadline right before each Enter, within the worker-start budget. Non-Windows unchanged except the blind launch retry is skipped once a turn starts. Fixes #11343.
