Naveen ChatlapalliandNeil dad5c7ddb4 fix(orchestration): teach workers to acknowledge and drain mail batches (#26768) ...

Dispatched workers were told to run `orchestration check` but never to ack
the returned deliveryId, so the same batch replayed on every check and newer
coordinator mail stayed hidden. The dispatch preamble, orchestration skill
guide, and worker contract now tell workers to ack each processed batch with
`--ack <delivery_id>` (which also reads the next one) and repeat until count
is 0.
