Neil 808aaee3f6 fix(wsl): hide the sidebar setup-script card while the repo's distro is stopped (#35163) ...

A background hooks:check refused for a stopped WSL distro now says so (unavailable:
'wsl-distro-stopped'). The setup-script prompt maps it to a distro-stopped state: the card hides
instead of showing 'Couldn't verify…' with a Retry that cannot succeed, and focus re-inspects, so
the card returns once the distro runs. An unverifiable distro stays a retryable error.
