Jinjing b874f9c8b7 fix(e2e): use URL polling for browser tab validation ...

- Increase CI timeout from 30 to 35 minutes for better failure headroom
- Validate expectBrowserTabOpenedInBackground by URL with polling instead
  of matching by title
- Replace DOM-based pane counting with URL polling in remote browser tests
- Update all callsites with explicit URL parameters
