* fix(mobile): fail a shell document the view never finishes loading instead of spinning forever

A load the WebView refuses or never commits reports nothing, which is how iOS 18
left the OTA workspace page on "Opening workspace" forever (#28626). Arm a
document-load deadline whenever the view is given a document; expiry takes the
existing document-load-failed recovery (drop the cache, refetch once, then the
failure screen with Retry).

* refactor(mobile): arm both shell document deadlines from one case
