3 people 59dbb54dad ci: keep Git compatibility on Blacksmith (#34625) ...

Its three parallel real-Git lanes, two of them through Docker, push
git-binary-compatibility.test.ts past the 30s test timeout on the 4-vCPU
hosted runner (64s file time vs 14s), failing PR #34600 twice after #34566.
